Add a return value to pci_ep_init and use it directly in the
post-relocation init sequence, rather than using a wrapper stub.

Some EP deivces need to initialize before RC scan it, e.g. NXP
layerscape platform, so add the init function in pci_ep uclass.

Introduce new UCLASS_PCI_EP class for handling PCI endpoint
devices, allowing to set various attributes of the PCI endpoint
device, such as:
* configuration space header
* BAR definitions
* outband memory mapping
* start/stop PCI link
