af84b3327a ARM: dts: Activate pullups in the console pins on rv1108-elgin-r1 
In order to make the console pins more robust to noise, activate
the pullups and increase its drive strength.

e11ef3d26e ARM: rockchip: Add rv1108-elgin-r1 board support 
Add the initial support for Elgin R1 board, which is based on the
RV1108 SoC and has the following features currently supported in
U-Boot:

- UART
- eMMC
- USB
