Use CONFIG_IS_ENABLED() macro, which provides more convenient
way to check $(SPL)DM_I2C/$(SPL)DM_I2C_GPIO configs
for both SPL and U-Boot proper.
CONFIG_IS_ENABLED(DM_I2C) expands to:
- 1 if CONFIG_SPL_BUILD is undefined and CONFIG_DM_I2C is set to 'y',
- 1 if CONFIG_SPL_BUILD is defined and CONFIG_SPL_DM_I2C is set to 'y',
- 0 otherwise.
All occurences were replaced automatically using these bash cmds:

We should not use typedefs in U-Boot. They cannot be used as forward
declarations which means that header files must include the full header to
access them.
Drop the typedef and rename the struct to remove the _s suffix which is
now not useful.
This requires quite a few header-file additions.

DM_I2C_COMPAT is a compatibility layer that allows using the non-DM I2C
API when DM_I2C is used. When DM_I2C_COMPAT is not enabled for
compilation, a compilation error will be generated. This patch solves
the problem that the i2c-related api of the lx2160a platform does not
support dm.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Currently only SD, NAND can be secondary boot sources controlled
by FPGA/CPLD via qixis commands. For SoC like LS1088 IFC-NOR
can be secondary boot source, while QSPI-NOR is the primary.
Add options in qixis to switch to other boot sources including
ifc and emmc.

Both the "qixis_reset" and esbc_validate" commands can only be used in
full U-Boot so do not build them in SPL. As part of this rework the
qixis code to declare things as static and make use of __weak for
function aliases.

1.Use "qixis_reset sd" to boot from SD
2.Use "qixis_reset sd_qspi" to boot from SD with QSPI support
3.Use "qixis_reset qspi" to boot from QSPI flash
On some SoCs such as LS1021A and LS1043A, IFC and QSPI could be
pin-multiplexed. So the switches are different between SD boot with
IFC support and SD boot with QSPI support. The default booting from
SD is with IFC support.
Once QSPI is enabled(IFC disabled), only use I2C to access QIXIS.

JEDEC spec requires the clocks to be stable before deasserting reset
signal for RDIMMs. Clocks start when any chip select is enabled and
clock control register is set. This patch also adds the interface to
toggle memory reset signal if needed by the boards.

QIXIS FPGA is accessable via both i2c and flash controller.
Only flash controller access is supported.
Add support of i2c based access. It is quite useful in the scenario
where either flash controller path is broken or not present.

Remove #ifdef so that "qixis dump" command is always available
Add "qixis_reset switch" command to dump switch settings
Qixis doesn't have 1:1 switch mapping. We need to reverse engineer from
registers to figure out switch settings. Not all bits are available.

QIXIS FPGA's QIXIS Tag Access register (QTAG) defines TAG, VER, DATE, IMAGE
fields. These fields have FPGA build version, image name and build date
information.
Add support to parse these fields to have complete FPGA image information.

QIXIS FPGA layout defines the address of registers but The actual register bit
implementation is board-specific,
So avoid use of magic numbers as it may vary across different boards's QIXIS
FPGA implementation.
Also, Avoid board specific defines in common/qixis.h
