board: ge: bx50v3: add i2c eeprom bootcount storage

Browse Source 
Add bootcount node, linking to i2c eeprom "bootcount" partitions for
storage.
Enable i2c eeprom bootcount backend storage.
Enable bootcount command and use it for failbootcmd.
