fd6d88f55b test: dm_mdio: avoid out of bounds access 
SANDBOX_PHY_REG_CNT is not an allowable index for the array
u16 reg[SANDBOX_PHY_REG_CNT].

Identified by cppcheck.

ec9594a50f test: dm: add MDIO test 
A very simple test for DM_MDIO, mimicks a register write/read through the
sandbox bus to a dummy PHY.
