0c0cdc8610 clk: meson: remove duplicate logic 
First thing we check in meson_clk_set_rate_by_id() is current_rate == rate.
There is not need to check it again.

f5abfed8e9 clk: create meson directory and move related drivers 
In order to support the Amlogic G12A clock controller,
re-architect the clock files into a meson directory.

No functionnal changes.

MAINTAINERS entry is also updated.
