d7b181d57d efi_loader: consistently return efi_status_t efi_watchdog_register 
efi_watchdog_register() should always return a status code and not
a boolean value.

b3d6090042 efi_loader: implement SetWatchdogTimer 
The watchdog is initialized with a 5 minute timeout period.
It can be reset by SetWatchdogTimer.
It is stopped by ExitBoottimeServices.
