The core position is not continuous for some SoCs. For example,
valid cores may present at position 0, 1, 4, 5, 8, 9, etc. Some
registers (including boot release register) only count existing
cores. Current implementation of cpu_mask() complies with the
continuous numbering. However, command "cpu status" queries the
spin table with actual core position. Add functions to calculate
core position from core number, to correctly calculate offsets.
Tested on LS2080ARDB and LS1043ARDB.

When one core is released, other cores may not have valid entry
address. Those cores are trapped by "wfe" and wait for further
instruction. When their address is set, they need to be kicked
off by "sev".

After the secondary cores enter U-Boot, use CONFIG_ARMV8_MULTIENTRY to
make secondary cores excute in spin loop.

There are two LS series processors are built on ARMv8 Layersacpe
architecture currently, LS2085A and LS1043A. They are based on
ARMv8 core although use different chassis, so create fsl-layerscape
to refactor the common code for the LS series processors which also
paves the way for adding LS1043A platform.
