BOOTP_DEFAULT is defined in several boards, but this config
option is never checked or used.

Currently the omapl138_lcdk has SKIP_LOWLEVEL_INIT set.
The README states there is a variation of this for the ARM926EJ-S
which allows the board to just skip the call to lowlevel_init()
and do the normal CP15 init which enables the instruction cache.
On the da850evm, this was shown to improve startup time.
This patch switches SKIP_LOWLEVEL_INIT to SKIP_LOWLEVEL_INIT_ONLY
thus, enabling the cache.

- In ARMv8 NXP Layerscape platforms we also need to make use of
CONFIG_SYS_RELOC_GD_ENV_ADDR now, do so.
- On ENV_IS_IN_REMOTE, CONFIG_ENV_OFFSET is never used, drop the define
to 0.
- Add Kconfig entry for ENV_ADDR.
- Make ENV_ADDR / ENV_OFFSET depend on the env locations that use it.
- Add ENV_xxx_REDUND options that depend on their primary option and
SYS_REDUNDAND_ENVIRONMENT
- On a number of PowerPC platforms, use SPL_ENV_ADDR not CONFIG_ENV_ADDR
for the pre-main-U-Boot environment location.
- On ENV_IS_IN_SPI_FLASH, check not for CONFIG_ENV_ADDR being set but
rather it being non-zero, as it will now be zero by default.
- Rework the env_offset absolute in env/embedded.o to not use
CONFIG_ENV_OFFSET as it was the only use of ENV_OFFSET within
ENV_IS_IN_FLASH.
- Migrate all platforms.

The header it littered with #ifdefs and #defines and that appear
to be legacy associations to the older da850-evm and in some cases
obsolete with either Kconfig or DM migrations. This patch removes
these legacy references.

Convert CONFIG_SYS_NAND_USE_FLASH_BBT to Kconfig, update defconfigs,
headers and whitelist.
Please note that this symbol already was used in Kconfig
(imply in CONFIG_NAND_ATMEL) which did not work, since this symbol was
not available in Kconfig. This changes now with this patch and all
boards with CONFIG_NAND_ATMEL will have BBT enabled. Which is what
I also need on my GARDENA AT91SAM based board.

Enable the driver-model on da850-lcdk. We need to add a dummy nand node
to the device tree, as the real nand node is a sub-node of the aemif
device.
On linux the aemif driver populates all its child nodes, but we can't do
it in u-boot currently.

In order to fully support SPL_OF_CONTROL, we need BSS to be a bit
larger. This patch relocates BSS to SDRAM instead of SRAM which
is similar to how ARMv7 boards (like OMAP2+) do it.
This means two new variables are required:
CONFIG_SPL_BSS_START_ADDR set to DAVINCI_DDR_EMIF_DATA_BASE
CONFIG_SPL_BSS_MAX_SIZE is set to 0x1080000 which is 1 byte
before the location where U-Boot will load.

We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

The DA850-EVM and OMAPL138_LCDK both use checks for CONFIG_USE_NAND.
This patch changes these checks to CONFIG_NAND which is already defined
in Kconfig. Since the OMAPL138_LCDK already had CONFIG_NAND defined in its
defconfig, it can be deleted from configs/omapl138_lcdk.h.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

This partly involves updating code that assumes that CONFIG_SPI implies
things that are specific to the MPC8xx SPI driver. For now, just update
the CONFIG tests. This also involves reworking the default for
CONFIG_SYS_DEF_EEPROM_ADDR so that we don't set it when we cannot make a
reasonable default, as it does not cause any compile failures.

commit 1601dd97ed ("davinci: omapl138_lcdk: increase PLL0 frequency")
changed the PLL0 frequency to 456MHz, which is needed for the LCDC IP
block. However, in doing so, it caused the PLLOUT clock to be outside
of the allowable specifications given in the OMAP-L138 data sheet. (It
says PLLOUT must be 600MHz max). It also uses a PLLM value outside of
the range given in the TRM (it says PLLM must in the range 0 to 0x1f).
So here is what we have currently:
PLLOUT = 24 / (0 + 1) * (37 + 1) = 912MHz (out of spec)
^ ^ ^
CLKIN PREDIV PLLM (out of spec)
input to PLLDIVn = 912 / (1 + 1) = 456MHz (desired result)

This changes the PLLM value to 18 and the POSTDIV value to 0 so that
PLLOUT is now within specification but we still get the desired
result.

We have existing entries for this option in a number of places, with
different guards on them. They're also sometimes used for things not
directly inside of the serial driver. First, introduce a new symbol to
guard the use of CONFIG_CONS_INDEX, so that in the case where we don't
need this for the serial driver, but for some other use, we can still do
it. Next, consolidate all of these into the single entry in
drivers/serial/Kconfig. Finally, introduce CONS_INDEX_[023456] so that
we can imply a correct value here to make the defconfig side of this
smaller.

Migrate the option CONFIG_SPL_FRAMEWORK and make this gate most of the
current set of options we have in Kconfig. We will need to have some
options available for SPL and !SPL_FRAMEWORK so this is important. In a
few cases we re-order existing options so that we have less escapes from
the SPL_FRAMEWORK guard.

On the NIOS2 and Xtensa architectures, we do not have
CONFIG_SYS_TEXT_BASE set. This is a strict migration of the current
values into the defconfig and removing them from the headers.
I did not attempt to add more default values in and for now will leave
that to maintainers.
