Also move lib_$ARCH/config.mk to arch/$ARCH/config.mk This change is intended to clean up the top-level directory structure and more closely mimic Linux's directory organization. Peter Tyser	03b7004dda	Create CPUDIR variable ... The CPUDIR variable points to the location of a target's CPU directory. Currently, it is set to cpu/$CPU. However, using $CPUDIR will allow for more flexibility in the future.
