e51e47d38e powerpc: mpc85xx/mpc86xx: Fix off-by-one boundary checking with ARRAY_SIZE 
If a variable is used as array subscript, it's valid value range is
0 ... ARRAY_SIZE -1.

3818db43de powerpc/85xx: Add is_serdes_configured() support for P2020 SERDES 
Add the ability to determine if a given IP block connected on SERDES is
configured.  This is useful for things like PCIe and SRIO since they are
only ever connected on SERDES.
