Instead of allocating space in the driver for the serdes specification table, just allow the board file to set a pointer to it. Also, allow the board to only specify the lanes that are used instead of including unused lanes. Stefan Roese	edb4702533	arm: mvebu: Add Armada 38x SERDES / PHY init code from Marvell bin_hdr ... This code is ported from the Marvell bin_hdr code into mainline SPL U-Boot.
