ARM: zynq: cse: Disable distro bootcommands 

cse targets shouldn't never have distro default enabled because these
targets are not designed for booting images.

It was enabled by:
"configs: Re-sync with CONFIG_DISTRO_DEFAULTS"
(sha1: fa2c14676c)
