arm, davinci: Remove the duplication of LPSC functions

The LPSC functions defined in
arch/arm/cpu/arm926ejs/davinci/da850_lowlevel.c
are replaced by those already defined in
arch/arm/cpu/arm926ejs/davinci/psc.c.
