efi_loader: imply USB_KEYBOARD_FN_KEYS

Browse Source 
UEFI applications like GRUB and SCT assume that function keys are enabled
on the keyboard.

Let EFI_LOADER imply USB_KEYBOARD_FN_KEYS.
