Convert CONFIG_TRACE_BUFFER_SIZE et al to Kconfig

This converts the following to Kconfig:
   CONFIG_TRACE_BUFFER_SIZE
   CONFIG_TRACE_EARLY_SIZE
   CONFIG_TRACE_EARLY
   CONFIG_TRACE_EARLY_ADDR
