[Why]
Currently mode validation is bypassed if remote sink exists. That
leads to mode set issue when a BW bottle neck exists in the link path,
e.g., a DP-to-HDMI converter that only supports HDMI 1.4.
Any invalid mode passed to Linux user space will cause the modeset
failure due to limitation of Linux user space implementation.
[How]
Mode validation is skipped only if in edid override. For real remote
sink, clock limit check should be done for HDMI remote sink.
Have HDMI related remote sink going through mode validation to
elimiate modes which pixel clock exceeds BW limitation.

[WHY]
Two years ago the patch referenced by the Fixes tag stopped running
dp_verify_link_cap_with_retries during DP detection when the reason
for the detection was a short-pulse interrupt. This effectively meant
that we were no longer doing the verify_link_cap training on active
dongles when their SINK_COUNT changed from 0 to 1.
A year ago this was partly remedied with:
commit 80adaebd2d ("drm/amd/display: Don't skip link training for empty dongle")
This made sure that we trained the dongle on initial hotplug (without
connected downstream devices).
This is all fine and dandy if it weren't for the fact that there are
some dongles on the market that don't like link training when SINK_COUNT
is 0 These dongles will in fact indicate a SINK_COUNT of 0 immediately
after hotplug, even when a downstream device is connected, and then
trigger a shortpulse interrupt indicating a SINK_COUNT change to 1.
In order to play nicely we will need our policy to not link train an
active DP dongle when SINK_COUNT is 0 but ensure we train it when the
SINK_COUNT changes to 1.
[HOW]
Call dp_verify_link_cap_with_retries on detection even when the detection
is triggered from a short pulse interrupt.
With this change we can also revert this commit which we'll do in a separate
follow-up change:
commit 80adaebd2d ("drm/amd/display: Don't skip link training for empty dongle")
Fixes: 0301ccbaf6 ("drm/amd/display: DP Compliance 400.1.1 failure")

Tiny conflict in drivers/gpu/drm/amd/display/dc/clk_mgr/clk_mgr.c,

[Why]
Found issue in EDID Emulation where if we connect a display using
a passive HDMI-DP dongle, disconnect it and then try to emulate
a display using DP, we could not see 4K modes. This was because
on a disconnect, dongle_max_pix_clk was still set so when we
emulate using DP, in dc_link_validate_mode_timing(), it would
think we were still using a dongle and limit the modes we support.
[How]
In dc_link_detect(), set dongle_max_pix_clk to 0 when we detect
a hotplug out ( if new_connection_type = dc_connection_none ).

[Why]
HPD not going to be high if Panel VDD is off
And all AUX transaction will fail :(
[How]
1. Power on VDD before attempting detection if it isn't already on
2. Improve the robustness by having a retry mechanism on the
first DPCD read after VDD on. If a particular board always holds
HPD high incorrectly, the AUX access may fail, so we can retry
in those scenarios. This change would only improve logic
since it prevents AUX failure leading to bad resolution on internal
panel.
3. We should never need to re-detect internal panel, so logic
is re-arranged a bit to skip earlier.

[Why]
First step of refactoring clk mgr to better handle different
ways of handling clock operations. Clock operation policies are
soc specific and not just DCN vesion specific. It is not a hw resource,
should not be in the resource pool.
[How]
Change clock manager creation to be based on HW internal ID, rename
clock manager members to be more clear. Move clock manager out of
resource.

[Why]
1. No real HPD plug in/out but HPD happens,
the driver notifies OS connection changed.
2. No display in target.
When HPD goes low to high,
the driver should regard as HPD and enter setmode flow.
[How]
In this case, even stream didn't change but still retrain.
