mm/slab.c: only set __GFP_RECLAIMABLE once

SLAB_RECLAIM_ACCOUNT is a permanent attribute of a slab cache.  Set
__GFP_RECLAIMABLE as part of its ->allocflags rather than check the
cachep flag on every page allocation.
