ASN.1: Use the ASN1_LONG_TAG and ASN1_INDEFINITE_LENGTH constants

Use the ASN1_LONG_TAG and ASN1_INDEFINITE_LENGTH constants in the ASN.1
general decoder instead of the equivalent numbers.
