cpufreq: Mark function as static in cpufreq.c

used outside this file.

This eliminates the following warning in cpufreq.c:
drivers/cpufreq/cpufreq.c:355:9: warning: no previous prototype for ‘show_boost’ [-Wmissing-prototypes]
